About the Journal

The Journal of Constitutional Change (JCC) is an international, double-anonymous peer-reviewed, diamond open-access journal devoted to a single question in its many forms: how do constitutions change, and who decides? Constitutional change is studied everywhere and housed nowhere — scholarship on amendment procedures, unamendability, constitution-making, informal change, constitutional erosion and constitutional resilience lies scattered across generalist public-law journals and occasional symposia, accumulating slowly because its authors rarely share a venue. JCC exists to give that field a permanent home, one in which Indonesia's debate over a fifth amendment, Chile's failed constitutional replacement, India's basic-structure doctrine and Hungary's constitutional capture can be read as contributions to a single cumulative literature rather than as unrelated national reports. The Journal publishes Articles, Comparative Notes, Amendment Watch reports, Review Essays, Replies and guest-edited Symposia; every item published under these headings is peer reviewed.

JCC is published from Gorontalo, Indonesia, and that is not incidental. The prevailing theory of constitutional change was built largely from European and North American materials, while many of the most consequential constitutional transformations of the past three decades have taken place elsewhere. The Journal therefore treats Asia and the Global South not as cases awaiting explanation by existing theory but as places from which theory is generated, and it welcomes work on any jurisdiction on exactly the same terms. Three requirements shape everything it publishes: an argument must be legible and useful to a reader working on another jurisdiction; constitutional provisions, judgments and drafting records must be cited in their original language with the translator identified; and authors must disclose any advisory, drafting, litigation, adjudicative or political role in the constitutional change they analyse. JCC is independent of any court, legislature, political party or government, publishes scholarship critical of constitutional actors including those of the country in which it is published, and accepts no instruction on an editorial decision from any institution, funder or sponsor.

Ownership and governance

JCC is owned and published by Gorontalo Legal Research and Consulting, an independent research and publishing body established under Indonesian law, in partnership with the Faculty of Law, Universitas Negeri Gorontalo, which provides academic oversight and infrastructure. Neither party holds a commercial interest in the outcome of any editorial decision. The Journal has no shareholders, no parent publisher and no external owner, and it will disclose on this page any change in ownership, governance or publishing partnership.

Editorial authority rests with the Editor-in-Chief and the editorial board, whose composition, appointment and terms are set out in the Editorial Board and Journal Management policy.

Indexing, archiving and evaluation

All articles receive a registered DOI through Crossref, with full reference lists deposited so that citations to and from JCC content are machine-discoverable. Content is preserved in the PKP Preservation Network and is harvestable through OAI-PMH.

The Journal is building the publication record required for evaluation by the Directory of Open Access Journals, the Scopus Content Selection and Advisory Board, and Web of Science. JCC lists on this page only those databases in which it is actually included, and displays no logo or badge of any service to which it has merely applied. Prospective authors are entitled to know precisely where a journal stands, and any claim to the contrary should be treated as a reason not to submit.
